Hazel is a Councillor on Torbay Council representing the residents of Wellswood Ward, which includes Ilsham and The Warberries.
Hazel can always be seen out and about in the Wellswood ward, regularly attending Community Partnership meetings and holding weekly litter picks. She is always available and willing to listen and fight for resident's concerns. She attends council meetings and plays an active role in discussions. Through teamwork, she has been pleased to support the regeneration of Torquay town centre, and helping to deliver the Conservative's manifesto pledges to improve road safety and "Brighter Bay" initiatives.
Regularly representing resident's views to Torbay Council, on planning issues and in her position on the Overview and Scrutiny committee, Hazel has organised a campaign to support residents who did not wish to be on a South West Water payment trial, and made changes to a 20mph scheme. Hazel has also worked with Torbay Royal British Legion to arrange a remembrance service at the Little Theatre after a lapse of 50 years.
In 2026, Cllr Foster will take on the role of Civic Mayor from Cllr Barbara Lewis.
